Object of research: the process of formation and implementation of the state policy of ensuring the security of urbanized territories. Purpose: substantiating the theoretical and methodological provisions of the formation and implementation of the state policy of ensuring the security of urbanized territories. Methods: analysis, synthesis, systematization, theoretical generalization, system approach, modeling, formalization, bibliometric analysis, comparative analysis, historical analysis, critical analysis, logic, classification, induction, deduction, abstraction, analogy. Results: the actual scientific problem was solved, which consists in substantiating the theoretical and methodological foundations and solving scientific and applied tasks regarding the formation and implementation of the state policy of ensuring the security of urbanized territories. Novelty: for the first time, the interrelationships between the components of the security system of the urbanized territory, the system of national security and the safety of citizens' lives have been substantiated, by identifying the threats of urbanization for each of the systems as a basis for developing a strategy for their development and guaranteeing security; developed theoretical and methodological provisions for the formation and implementation of the state policy of ensuring the security of urbanized territories through the implementation of the "Elastic City" strategy; an algorithm for the implementation of strategic provisions of the state policy of ensuring the security of urbanized territories was developed; improved: a complex theoretical and methodological structure of the study of the problems of the state policy of ensuring the security of urbanized territories; the conceptual and terminological apparatus through establishing the properties of urbanization, which allowed us to offer our own approach to understanding the following concepts: urbanization; urbanized territory; security of urban areas; state policy of ensuring the security of urban areas; strategic provisions of the state policy of ensuring the security of urbanized territories through the modeling of its components in the context of choosing one of the city development strategies ("Smart City", "Creative City", "Sustainable City" and "Inclusive City"); a complex adaptive mechanism for the implementation of the state policy of ensuring the security of the urbanized territory; received further development: justification that taking into account and constantly monitoring the impact of urbanization, urbanization processes and processes caused by urbanization on the social and humanitarian environment of the functioning of cities and urbanized territories; justification of the content, features and significance of modern city development strategies, in particular: "smart city", "sustainable city", "inclusive city", "creative city" and "elastic city"; establishing that as a result of Russian military aggression, the strategy "Elastic city Implemented in the activities of: State Inspection of Architecture and Urban Planning; Zhytomyr City Council; Zhytomyr Regional Military Administration, Zhytomyr Regional Council, Zhytomyr Polytechnic State University.
