The dissertation summarizes the theoretical and methodological approaches to the formulation of the categorical content of the phenomenon of the quality of higher education within the scientific discourse of public administration issues;; the content of the basic categories in relation to the issues of public management of quality assurance of higher education has been clarified; the characteristics of the levels of quality assurance of higher education are given and the place and role of the state at each of them is determined; the structure and elements of the higher education quality assurance system were specified, as well as to identify subjects and define objects of public administration in the field of higher education quality assurance; developed a complex mechanism of public management in the field of quality assurance of higher education and substantiated its content; the stages of formation and development of the quality assurance system in the European area of higher education are systematized, as well as the place and role of the state in the relevant processes are determined; an analysis of the practice of using mechanisms of public management to ensure the quality of higher education in the European area of higher education was carried out (on the example of Finland, Great Britain and Poland); the main tasks of public administration subjects regarding the directions of implementation of state policy in the field of ensuring the quality of higher education are formulated; directions for improving the mechanisms for appointing heads of higher education institutions and concluding contracts with scientific and pedagogical workers in the system of public management of quality assurance of higher education are proposed; the potentials of mechanisms for licensing and certification of the professional activity of scientific and pedagogical workers to ensure the quality of higher education are substantiated.
