Scientific research is aimed at solving modern problematic issues in providing a system of strategic management of the educational sector through the concepts of the evolutionary paradigm of the functioning and development of the educational sphere of the country. The conceptual and methodological basis of the strategic potential of the development of the educational sector in the face of global challenges has been formed, which is based on the architecture of synthesis and semantic modeling of the investment, innovation and integration component in the educational sector, takes into account its objective and potential opportunities, the characteristic features of the functioning of subjects of educational activity , the ability to solve them in the market of educational services, taking into account strategic priorities of stakeholders, which makes it possible due to the combination of available resources, opportunities and abilities to ensure the effectiveness of the process of development and implementation of the strategy for the development of the educational sector. A mechanism of a complex system of strategic management of the process of modernization of the educational sector has been developed, which produces a complex of systemic and adaptive interaction of agreed components of organizational, structural, functional, resource and methodical direction, which are oriented to the permanent solution of strategic tasks of intra-branch modernization, considering market levers and regulators. A scientific and methodological support for the application of the system-functional approach to the strategic management of the industry is offered, which generalizes the study of the management structure in the educational industry, the identification of the functions of the elements, the systematization of intra-industry management according to the commonality of the functional purpose, and the synthesis of the rules of system interaction in the intra-industry environment, taking into account strategic factors and entropy. The concept of monitoring in the system of strategic management of the educational sector was formed, which is complemented by components of interconnected elements and system-functional and structural-organizational monitoring of the course and nature of qualitative or quantitative changes in the strategic management of the educational sector. The proposed conceptual provision of diagnostics in the system of strategic management of the educational sector, which is complemented by the paradigm of multi-element comprehensive research of the socio-economic activity of the educational sector and the detection of deviations from stable and defined parameters and the prevention of disruption of activities in the intra-industry environment. The conceptual basis and approaches to controlling in the system of strategic management of the educational sector are defined, which are complemented by a complex of synthesized interaction of elements of strategic management with socio-economic components in the educational sector. Proposed scientific principles and methodological dominants for building a compliance system in the educational sector, which is an independent function of intra-sectoral management bodies that monitors, detects, diagnoses, evaluates, provides relevant intra-sectoral advice, and prepares reports on compliance risks in the educational sector. The study made it possible to substantiate the theoretical and methodological principles of strategic planning in the educational sector, which are supplemented by the paradigm of the investment and innovation vector and modular components. The conceptual and methodological support of the process of functioning and strategic management of the educational sector has gained further development.
