The dissertation is devoted to the formation of theoretical and methodological foundations and development of applied tools for strategic management of the development of the agro–food sector of the economy, taking into account the influence of system–forming innovation and investment determinants in the context of national agro–food policy.
The conceptual provisions of the scenario approach to the formation of a model of innovation and investment development of the agro–food sector are formulated, possible development scenarios (inertial and innovative) are identified and detailed, and a logical scheme for choosing a model of innovation and investment development of the agro–food sector (reproductive, adaptive, innovative) is formed. A conceptual model of organizational interaction between economic entities and state institutions to ensure the innovation and investment development of the agri–food sector and rural areas is substantiated, the central link of which is a network coordination center.
The mechanisms of adaptation of small forms of agro–food sector management to innovation and investment development are developed, which make it possible to overcome their weaknesses and shortcomings, turn them into advantages by forming innovative integrated associations of a combined type (vertical–horizontal) with simultaneous support from the state as a catalyst for progressive changes.
The methodological principles of forming a system of indicators of innovation potential are improved. A methodological approach to managing the innovation and investment potential of the agri–food sector has been developed, which includes strategic (based on the evaluation of the integral indicator) and tactical (based on the definition of priority parameters) components.
A methodology for calculating the integral indicator of the innovation potential of agri–food entities, based on a system of partial indicators using the entropy method, is proposed, which allows to substantiate strategic and tactical management decisions in the field of innovation development.
The methodological foundations for assessing the economic efficiency of innovative agri–food clusters under conditions of uncertainty and risk have been improved, which are supplemented by the limitations of evaluation indicators that take into account the specifics of their activities.
The concept of an agri–food innovation system as a set of business entities, formal and informal institutions, whose interaction is aimed at ensuring the efficiency of the innovation process, is clarified; the shortcomings of the existing model of formation of innovation systems "from the top down" are identified.
The content of the concept of "innovative potential of the agro–food sector" is defined, which expresses the latent ability formed at the intersection of scientific and technological progress and social development, embodied in the optimal combination of internal and external factors and resources of innovative development and the ability to implement innovations.
An integration mechanism for the formation of a system of innovation and investment development of the agro–food sector has been developed on the basis of forming a network of innovative agro–food clusters, continuous systematic increase of their strategic innovation potential, optimization of the use of all types of resources, which makes it possible to ensure a balance of sectoral development, eliminate imbalances in the economic system of the agro–food sector.
Mechanisms for realizing the potential of organic agricultural production on the basis of small agribusiness are proposed, in particular: the leading sectors that should be transferred to the organic path are identified; a mechanism for the development of organic dairy farming on the basis of modernization of production through the creation of specialized dairy farms and processing complexes, on the basis of the integrated introduction of innovative technologies and breeding achievements, is developed.
