Chub A. Regulatory Policy in the Agro-Industrial Complex of the National Economy: Theory, Methodology, Strategy.

The dissertation is devoted to the the development and justification of the theoretical and methodological foundations of the formation of the mechanism and tools of regulatory policy in the agro-industrial complex of the national economy of Ukraine. The essence of regulatory policy and it`s role in the development of the national economy from the point of view of system analysis and the methodology of functional modeling, as a complex dynamic system with several levels of management, are defined. The first level represents state regulatory activity, where the object is the normative-legal field, and the regulator is state bodies. The second level of management ensures socio-economic development in the desired direction, where the object is the national economy or it`s individual sectors, small business entities. The regulator is represented by the current legal framework. The analysis of the evolution of regulatory systems of modern world economies by the level of state influence was carried out, which showed the imperfection of modern economic theories. It was found that none of them guarantees permanent socio-economic development, therefore modern theories are based on mixed regulation. It was determined that the problem of implementing structural economic changes, with the aim of transitioning to modernization and technological development, remains unsolved today. The theoretical basis of the formation of the organizational and economic mechanism of regulatory policy as a system of management of an economic object, based on a defined organizational structure and established formal connections between its elements, which in the course of exercising its managerial influence uses a set of appropriate methods, tools and modern information technologies to ensure the realization of the goals of it`s development in time and under the conditions of internal and external restrictions. The organizational and legal aspects of regulatory decision-making by the legislative and executive authorities in Ukraine are summarized, as well as the coordination mechanism of such activities is investigated, which revealed numerous shortcomings.
