The dissertation reveals the theoretical and methodological foundations of state regulation of the insurance system, defines its principles, goals, and functions. The essence of the insurance system is clarified, its elements, features, functions, and types are singled out. The functions of the insurance system include preventive, incentive, social and protective. Specific classification features for the insurance system are identified: area of operation, method of management, degree of connection with the external environment, degree of evolution in time, degree of the insurance system, the hierarchy of construction, stages of system development, way of organizing systems, type of economic relations.
The chronological order of studying the historical features of the development of structural elements of the insurance system, from ancient times to the present, was chosen, which allowed identifying certain stages of its evolution. An evaluation methodology has been developed, which will determine the effectiveness and efficiency of actions of public authorities in the direction of applying measures to influence the insurance system.
The main components of the system of state regulation of the insurance system development are characterized, the mechanism of state regulation of the insurance system development and the basic principles of its implementation at each stage of the insurance system development are formed. The mechanism of state regulation of the insurance system is considered as a set of measures of the state at different stages of the life cycle of the insurance system, through which it is influenced to achieve strategic goals in a global market economy. The main components of this mechanism include the life cycle of the insurance system, strategic goals, objectives, subjects and objects, principles, functions, factors influencing the development of the insurance system, methods, and tools, expected results from government regulation.
The process of development is studied, the evolutionary areas of development (stability and crisis) of the insurance system and five stages of the life cycle of the insurance system (origin, growth, maturity, decline, and rebirth) are identified. It is proposed to assess the development of the insurance system through the influence of exogenous factors: political, economic, social, technological, and legal factors. A PESTL-analysis was conducted, during which a formalized criterion assessment was performed based on the consensus forecast of experts and their assumptions about the development of the insurance system. In the current conditions of political and economic uncertainty, the main destabilizing influence on the development of the insurance system is the level of corruption and inflation, the low level of protection of consumers of insurance services, the political situation in the country.
A multifactor correlation-regression analysis was performed, which showed that the effectiveness of the insurance system depends on socio-economic indicators, in particular, most of the average annual income per capita and GDP per capita. According to the integrated development indicator, the insurance system of Ukraine belongs to the middle level of development.
The institutional analysis of the state regulation of the insurance system development is carried out and the methods of regulation to be applied by the state at each separate stage of the development of the insurance system are determined. A model of a risk-oriented approach to state regulation of the domestic insurance system has been built. It is proposed to carry out its formation based on international and national standards for assessing the risks of the insurance system. The introduction of a risk-oriented approach to state regulation should be carried out in the sequence formed in the author's model for use by public authorities.
The investment and innovation environment of the insurance system in Ukraine is characterized. Priority areas for the formation of insurance innovation and investment environment include the use of telematics and artificial intelligence built-in innovative sales channels of insurance products, creating a digital register of transactions using blockchain technology, managing customer needs using microinsurance. The European experience of state regulation of the insurance system development is analyzed and recommendations for its implementation in Ukraine are offered. The Concept of state regulation of the domestic insurance system development has been developed, which defines the author's approaches to state regulation, indicates the purpose, priorities, methods, and tools at each stage of the development life cycle; factors influencing the development of the insurance system; directions of improvement and expected results from the implementation of the Concept of state regulation of the insurance system development.
