Essay

In the dissertation, the theoretical and methodological substantiation of public administration mechanisms for consumer rights protection in modern Ukraine is researched. The results of the study contribute to improving the public administration system, expand the possibilities of applying new approaches in the field of public administration, and contribute to the formation of an effective system for consumer rights protection. The research has identified that the historical context of the development of the public administration system in the field of consumer rights protection in Ukraine goes through several defining stages. The current state of the system is characterized by a balanced set of normative acts and institutional structures that guarantee consumer rights protection. The study identified the following stages of development in this field: active formation, organizational and legal transformations, orientation towards European standards, and consumer rights protection management during the wartime period. The organizational principles of public administration in this area were examined, highlighting the importance of a comprehensive approach to implementing an effective protection system. It has been proven that interaction with the public, information transparency, clear definition of powers and responsibilities, as well as cooperation with business entities form the basis for creating a stable and partnership environment where consumer rights are guaranteed and effectively protected. Innovative mechanisms, such as partnerships with businesses and the implementation of quality and safety monitoring systems, help solve problems in the production and service sectors, while simultaneously raising product quality standards. Public participation is a crucial element that allows government agencies to consider consumer needs and expectations, ensuring greater effectiveness of administrative decisions. Effective public administration in the field of consumer rights protection is based on the integration of legislative measures, administrative control, cooperation with the private sector, and active public participation, ensuring not only the protection of consumer rights but also promoting the development of fair and safe conditions for them in a globalized world. The regulatory and legal framework governing the use of public administration mechanisms in the field of consumer rights protection has been investigated. It is noted that the existing legislative acts are an important foundation for ensuring the safety and quality of goods and services, as well as consumer rights. It has been found that gaps and aspects that require changes exist to increase the effectiveness of the protection system. The expansion of the rights and obligations of market participants, clear definitions of terms and concepts for digital services, the implementation of effective control mechanisms, and regulatory procedures, the adaptation of national legislation to EU standards, and the strengthening of legislation considering modern challenges and technologies are proposed. The dissertation examines the structural and functional aspects of mechanisms in the public administration system in the field of consumer rights protection. The key role of the executive branch in ensuring compliance with laws and standards through systematic monitoring and the introduction of new norms to improve the quality of services and products is identified. Problems such as the need to improve control mechanisms and the lack of resources for the complete fulfillment of tasks, including conducting information and educational campaigns, were identified. Duplication of functions and lack of coordination between government agencies is also a problem. It is proposed to improve the consumer rights protection system through the enhancement of mechanisms, better coordination between government agencies, and ensuring sufficient resources for the effective implementation of protection policies. The problems and challenges of public administration in the field of consumer rights protection in Ukraine are summarized. Significant obstacles requiring immediate measures for their resolution were identified. Ways to overcome these problems are proposed, such as strengthening legislation, increasing market control, conducting information campaigns for consumers, ensuring the transparency of controlling bodies, and fighting corruption. The study of foreign approaches to implementing public administration mechanisms in the field of consumer rights protection is crucial for improving practices in Ukraine. The model of the European Consumer Centers Network emphasizes the importance of international coordination in resolving cross-border consumer disputes, which can be useful for Ukraine in the context of European integration processes.
