The work developed the concept of prevention of juvenile crime, which is based on international legal standards for the protection of children's rights and freedoms, the system of criminological (quantitative and qualitative indicators, determinants, characteristics and connections between a juvenile offender and a victim) proven by domestic and foreign practice response measures, with definition and introduction into the activities of bodies and services for children and special institutions for children of a complex of scientifically based normative and legal, organizational, educational and behavioral tools aimed at identifying and neutralizing (minimizing) criminogenic and victimogenic factors, adoption on this basis by authorized sub-objects of effective criminological solutions, including those of a departmental (interdepartmental) nature, as well as the initiation and implementation of a special course on "juvenile criminology" in institutions of higher education. It has been established that the modern national criminal law doctrine needs to be refined in terms of improving the conceptual and categorical apparatus, as well as defining the algorithm of the state's interaction with minors, which will allow a qualitative approach to the construction of juvenile criminological prevention strategies. The issue of improving the criminal law and criminological response to the criminally illegal activity of minors is quite debatable and popular among scientists. Despite a significant number of works, a number of problems remain relevant and fully resolved. The leading problem is the development of a criminological mechanism for the prevention of juvenile delinquency in modern conditions. The concept of "juvenile crime" was introduced into scientific circulation as a negative social phenomenon manifested in the systematic commission of criminal offenses by persons aged 14–17, characterized by certain quantitative and qualitative indicators and caused by a number of specific socio-psychological determinants, and it was emphasized that modern domestic criminal – the legal doctrine needs to be refined in terms of improving the conceptual and categorical apparatus, as well as defining the algorithm of the state's interaction with minors, which will allow a qualitative approach to the construction of juvenile criminological prevention strategies. Grounded doctrinal approaches to determining the signs of juvenile delinquency, among which the main ones are: social danger, illegality, self-interest, group and street character, massiveness, aggressiveness, cruelty, unfavorable upbringing, mental and behavioral imbalance, regionalism. The areas of implementation of the best foreign practices for the prevention of juvenile crime in the domestic activities of criminal justice bodies through the creation of a criminological model of prevention with a combination of state and public forces and resources have been determined; implementing a complex influence on the child, the environment; communication activities of subjects of education and prevention with the division of functions in order to avoid duplication; program outline of the scope of educational measures, provision of development conditions, social assistance; prevention of negative manifestations, correction of behavior. Also, the ways of creating a system of juvenile justice, which will include not only specialized bodies and services for children, special institutions and institutions that provide their social protection and crime prevention, but also lawyers, pre-trial investigation bodies, courts and judges during the administration of justice, which are designed to take into account the physiological and psychological characteristics of children during pre-trial investigation, judicial review of criminal proceedings, which will contribute to the minimization of their commission of criminal offenses, correction and re-education. The criminological characteristics of juvenile delinquency are provided with the identification of the state, structure, dynamics, geography of the relevant categories of illegal acts, their determinants, criminological characteristics of juvenile criminals and victims, as well as the connections of structured elements with the system of childhood protection, the development and implementation of measures to prevent criminal offenses by authorized sub objects, in particular in the conditions of martial law.
