Krysanov D. Socio-ecological priorities of the agrarian sphere and economic mechanism of their realization

Investigation object: system of economic, social and ecological relation in the agrarian sphere under the conditions of emerging market economy. Investigation aim: development of theoretical foundations, methodological principles and methods to create economic mechanisms for attaining socio-ecological priority tasks in the agrarian sphere and for reproduction of full-value vital environment of ru-ral population in a transition economy. Investigation methods: logical, comparative and cluster analysis, optimization, analysis and synthesis of information, statistical survey and monitoring of rural settlement network. Theoretical and practical results: justification of theoretical and methodological foundations for the formation of economic mechanism to attain social and ecological priority tasks in agrarian sphere, legal ba-sis and organizational tools to satisfy the needs and interests of agrarian workers, and practical proposals and recommendations oriented to preserving and re-producing full-value vit al environment for rural population. Novelty of the investigation results: for the first time a scientific project is oriented to ensuring the formation of a socially attractive and ecologically safe rural vital environment as a necessary precondition for overcoming the agrarian crisis and providing its sustainable development. Level of implementation: methodological and practical projects have been used in the fulfillment of 15 planned topical works of Institute of Economics, Ukrainian NAS, as well as in national programs and departmental research projects. Individual results of the investigations were used in preparation of Ukrainian Law on Priority Charac-ter of Rural and Agro-Industrial Development in Na-tional Economy, Draft Law on Rural Settlement Net-work, Draft National Program for Agro-Industrial Development and Social Revival of Ukrainian Village, as well as in preparation and approbation of the form of passport questionnaire on "Socio-economic cgaracteristic of a rural settlement as of 1.01.1991" and directions its filling-in.
