Essay

It is determined that in modern pedagogical science there is a lack of investigations and research on the problem of civil servants personal and professional formation in the process of adaptation to management activities. The study of the problem in the context of conventional approaches (system, activity, personality-oriented, cultural, androgogical and acmeological) allowed us to establish that the pedagogical aspect is the most important among the diagnostic, organizational and managerial ones. It involves purposeful, specially organized, meaningful and technologically developed activities to form a system of professionally important qualities, the assimilation of substantive activities in the field of management, the accumulation of experience in civil service, entry and adaptation to the professional environment. The scientific novelty of the work lies in the fact that: for the first time from social and pedagogical positions the process of personal and professional formation of civil servants, first appointed to the position of civil service, is investigated and a pedagogical support system of this process is developed; the system contains the following components: target (formation of civil servants as subjects of administrative work and ensuring their successful entry into a new social and professional sphere); substantial (body of knowledge and skills of scientific foundations of civil administration as the foundation of social and professional formation); technological (technology of mentorship, self-education and vocational training); subjective (heads of civil service, personnel management staff, mentors); objective (civil servants, first appointed to the position of civil service); the forms, methods and socio-pedagogical technologies of pedagogical support, self-education and professional training of civil servants in the period of their adaptation to the civil service are improved; it is pointed out the further development of scientific ideas about pedagogical support and its specificity in social work with civil servants; opportunities to use technology of mentorship as a leading mechanism of professional adaptation in the civil service.
