The thesis study grounded a scientific approach on the separation of public-legal disputes of those that arise in the sphere of public-service relations, carried out their legal characteristics and the peculiarities of the proceedings in the relevant Administrative jurisdiction categories. It is stated that the scientific problem of protection of rights by solving public-legal disputes in the sphere of public-service relations in its modern form was formed with the establishment in Ukraine of the Institute of Administrative Justice.
