Essay

The thesis is devoted to the development of theoretical and methodological principles and substantiation of recommended practices for functional-oriented management of human resources development (FOMHRD).The definition of FOMHRD was formed. It means the activities which are based on human resource management, which regards the staff of the enterprise in the context of their potential capacity and ability, which allow the staff to perform the functional tasks assigned, in particular as a result of the ability to reduce the work complexity and develop personal attributes. The paper improves the classification of manager features that determine his/her leadership style based on the Dr. Peter Koestenbaum leadership model and supplements it with the review of the potential for manager development. It’s improved the method of evaluating the complexity of the manager’s work, which takes into account the asymmetries arising in the fulfilment of manager’s functional tasks and affecting the level of uncertainty and time of tasks. The paper further developed the techniques of human resource management, namely management decision making, teamwork, cross-cultural policy, motivating. The model of functional-oriented management of human resources development was proposed, which is represented by the name "7 В Model", by the abbreviation of justified activities as components of such management. As part of implementation of this model, a structural and logical chart of developing a manager’s profile in the area of foreign economic activity was proposed; this chart defines the levels of competencies for effective fulfilment of functional tasks and creates an environment for implementation of competencies based on the principles of employee-centered management. The paper further developed the methods of determining the enterprise performance efficiency, in particular in the area of foreign economic activity, based on the consideration of work complexity in this area and growth of potential for functional manager development. It is concluded that the higher the HR development factor, the higher the rate of projected export growth, and the reserves for the implementation of export activities potential are higher at the enterprises the activities of which are characterized by a lower complexity level.
