The first section "The state of scientific development of the problem, source base and research methodology" determines the theoretical and methodological basis, the state of scientific development of the problem, a description of the source base is given, and is represented by different types of historical documents and materials. The vast majority of archival documents are involved in scientific circulation for the first time. The methodological tools used in the dissertation research make it possible to impartially clarify and reconstruct the objective situation that has developed in the medical field in the Kyiv guberniya in the late eighteenth – early 60's of the nineteenth centuries. The second section "Legal principles of medical care to the population of the Kyiv guberniya in the late eighteenth – early 60's of the nineteenth centuries" reflects the legal principles of medical care for the population of the Kyiv guberniya in the late eighteenth – early 60's of the nineteenth centuries. The legislative base of medical field has been: Complete collection of Laws of the Russian Empire, Code of Laws of the Russian Empire. The development of legislative instruments has passed in several stages and has ended with the formation of state regulation of the healthcare institution. The state administration of the medical field has been carried out by the Ministry of the Internal Affairs, as well as the departments of economic and governmental procurement, which have been subordinated to it, the Ministry of Finance and the Medical Council. The provincial and county medical care has been provided by such bodies as the medical board and public tuition orders, which have acted in the interests of all social groups. The medical network has been financed from the public treasury, municipal budgets, revenues from medical care payments by individuals and societies, and charitable donations. The largest funds have been accumulated in public tuition orders, which have financed the treatment of various segments of the population, including the poor. The third section "Formation and functioning of the network of healthcare institutions in the Kyiv guberniya" reveals the organizational principles of the creation and functioning of the network of healthcare institutions. In almost every city in the Kyiv guberniya, there have been institutions of the Kyiv Public Tuition Orders, whose responsibilities included the creation and allowance of healthcare institutions and their management. The hospitals have been subordinated to the medical department of the MIA, and local supervision has been entrusted to the provincial medical councils. In the provincial centers, large hospitals have been opened in the form of God-pleasing institutions (hospitals, a home for the insane, the disabled and the elderly, an orphanage) designed for treatment and care. In county towns, there have been only small hospitals without outpatient clinics that haven’t provided medical care at home. Medical care has been provided to all segments of the Kyiv region population, but its form has depended on a person's social set-up, financial status, professional activity, age group, etc. During the researched period, the development of medical science and practice has contributed to the emergence and establishment of new forms of medical care, elements of public health. The network of pharmacies has been represented by state ("public") and private ("free") pharmacies. Drug prices have been strictly regulated by the "drug tax". The work of pharmacies has been monitored by city, district, regional hospitals and inspectors. In the fourth section " Scientific support of the medical field and generation of medical workers of the Kyiv guberniya in the late eighteenth – early 60's of the nineteenth centuries" there has been established that the space of professional and information communications has been characterized by the formation of social institutions (educational institutions, departments, scientific and other societies, hospitals), the accumulation of medical knowledge, the availability of professional agents (medical scientists, medical practitioners, nursing staff, students) and the emergence of special medical periodicals.
