Essay

The thesis is devoted to the deepening of theoretical and methodological substantiation and development of practical recommendations for the formation and functioning of the bioenergy market in Ukraine, namely with an emphasis on the liquid biofuel market in the unstable market of traditional resources and Ukraine's commitments to renewable energy. The issues of energy security of the country, reducing dependence on imported fuels remain priority areas of state policy in the field of energy efficiency. One of the most urgent challenges facing Ukraine in recent years is to reduce the consumption of expensive imported fuels, as well as increase the share of renewable energy sources in total energy consumption, and most importantly, through the use of bioenergy produced from biofuels. The biofuels use, as well as the development and implementation of new technologies for their development – is today an economic priority for the economy of our country. In the thesis of the basic theories of the origin of the market, market equilibrium is investigated, and it is established that the driving force of the genesis of economic theories is the change of conditions of economic processes. It is proposed that the following measures are possible to activate the market of motor biofuels in Ukraine: legislative expansion of types of motor biofuels; setting up a system of accounting and control of biodiesel and bioethanol production; promoting the re-equipment of existing sugar factories, primarily to reduce the energy intensity of production processes; providing financial preferences to sellers of traditional petroleum products in order to form the infrastructure for mixing the biological component of fuel for a certain period of time, followed by the provision of a system of sanctions for the lack of such infrastructure; introduction of control over the implementation of the provisions of the law and the system of economic sanctions for sellers of oil products, as the lack of control and punishment in the realities of Ukraine leads to non-compliance with the provisions of the law.
