The dissertation is devoted to the solution of the current scientific-applied task of development and scientific theoretical-methodological justification of strategic management to ensure the competitiveness of the region of Ukraine in modern business conditions.
The relevance of the study is justified by the need for a theoretical-applied rethinking of the processes of ensuring the competitive advantages of the region in the context of changing paradigms of global socio-ecological and economic development, the rapid transition from the market to the information economy, the digital economy, integration and globalization, which change the priorities and levers of competitive relations.
In the work, the terminological-conceptual apparatus was further developed, in particular, the definition of strategic management for ensuring the competitiveness of the region was specified, under which it is proposed to understand a set of interconnected management functions that ensures the ability of the management system of the region to take into account the influence of external and internal environment factors more effectively than others, to use the potential of the region, manage changes and risks, improve oneself and create new dominant development factors in the medium and long term.
The work examines the problem of attractors’ formation (under which it is proposed to understand such a set of factors that influence other elements of the system, spreading their signs/characteristics to them) in the system of ensuring the competitiveness of the region.
The author first proposed a theoretical-methodological approach to the formation of a strategic management system to ensure the competitiveness of the region, which provides an opportunity to take into account the strategic goals of regional development, the interests of target audiences and create unique attractors .
The 3-vector matrix model of strategic goal setting has been improved, which provides, in contrast to the “tree of goals”, which is used only in the plane of vertical and horizontal connections, taking into account the sub-goals of all levels of strategizing, industry leaders and stakeholders of key areas of activity in the region, which makes it possible to specify all strategically necessary goals to ensure comprehensive development of the region.
The classification of strategic management risks of ensuring the competitiveness of the region has been improved, which, unlike the existing ones, is proposed to be supplemented with risks at the stage of development/improvement of strategic documents that regulate the development of the region with further detailing by types and sub-types, which ensures that new types of risks (in particular, geopolitical and post-war) are taken into account in regional strategizing, more precisely identify risks, formalize the processes of their consideration and management.
The complex mechanism of strategic management of ensuring the competitiveness of the region in terms of expanding its elements, taking into account all possible areas of activity in the region, stimulating its development, and managing risks has been clarified.
The theoretical-methodological approach to the determination of the integrated assessment of the competitiveness of the region has been further developed. This approach, unlike the existing ones, includes taking into account the cultural and communication components together with the generally recognized economic, social, ecological, administrative, infrastructural, technical-technological and innovative components, as well as the influence of globalization factors that provide a comprehensive analysis and consideration of all relevant, in accordance with modern requirements for the competitiveness of the region, parameters.
The theoretical-methodological provisions and conclusions of the dissertation are brought to the level of practical proposals and recommendations, which is confirmed by references and acts of implementation.
