Essay

The research is devoted to the development of information and communication competence of methodologists of regional services in the process of in-service training. Scientific approaches to determine the structure of information and communication competence of methodologists of regional services are generalized and systematized. Motivational-value, cognitive, operational-activity and research-reflexive components of competence and four levels of formation: basic, advanced, professional, expert are highlighted and substantiated. A framework structure of information and communication competence of methodologists of regional services has been developed as a system of components, levels and indicators. A model for the development of information and communication competence of methodologists of regional services in the process of in-service training has been scientifically substantiated and a technology for its implementation has been developed. The model consists of components: motivational-target, theoretical-methodological, content-technological and diagnostic-effective. We define the technology for the implementation of the model for the development of information and communication competence of methodologists of regional services as a unity and procedure for the functioning of the educational process, taking into account human, organizational, scientific and methodological, material and technical resources and their relationship, ensuring the achievement of systemic and continuous development of information and communication competence of methodologists in the process of in-service training. To describe the technology, we have identified its components: target, conceptual, substantive, procedural, and evaluative-reflective. The practical significance of the results obtained lies in the introduction of a model for the development of information and communication competence of methodologists of regional services in the process of in-service training; in the development of diagnostic tools for measuring the levels of formation of information and communication competence; in the development of methodological recommendations for the development of information and communication competence of methodologists of regional services in the process of in-service training; in the development and implementation of a special course «Development of Information and Communication Competence of a Methodologist»; in the conducting author's prolonged distance trainings according to the special course programme; in the creation of an author's You Tube channel with educational video content on the use of digital technologies in the professional activities of methodologists of regional services; in the creation and development of a Facebook group that brings together methodologists. Also, an educational and methodological complex «Development of Information and Communication Competence of a Methodologist» was created.
