The dissertation is the first in domestic legal science monographic study of the international legal regulation of the fight against piracy and acts of terrorism at sea. The historical aspects of the fight against piracy and terrorist acts at sea are identified. The essential features of piracy as a kind of encroachment on the freedom of navigation have been studied. The essential features of terrorism at sea as a violation of the basic principle of public maritime law have been identified. A comparative legal analysis of the essential meanings of the concepts of "maritime piracy" and "terrorism at sea". The state of actualization of the necessity of international legal regulation of maritime piracy and terrorism at sea is outlined. The legal regulation of the fight against piracy at the international level is analyzed. The legal aspects of the fight against terrorism at sea are highlighted. The system of international bodies and organizations for the prevention and suppression of acts of piracy and maritime terrorism is described. The national legislation in the field of combating piracy and maritime terrorism has been studied. The system of bodies and organizations in Ukraine for the prevention and cessation of acts of piracy and maritime terrorism is defined. The correlation of the international legal protection of human life at sea with the national legal regulation in the conditions of intensification of piracy and maritime terrorism is investigated. The problems and contradictions of the fight against piracy and maritime terrorism are outlined and the ways to solve them are outlined. Proposals for the creation and implementation of an effective mechanism to prevent piracy and maritime terrorism, which correlates with international legal standards in this area.
