Essay

The dissertation is devoted to the research of economic and legal regulation of educational services. Investigated the main stages of formation of educational services as a legal category: since the period of Kievan Rus till the period of independence of Ukraine. The features inherent in educational services are specified, taking into account the definition of educational services as actions of educational institutions and other subjects of educational activity informal and/or non-formal education, which are provided on a paid or free basis and aimed at obtaining new or improving previously acquired competencies (knowledge, skills, abilities, ways of thinking, views, values, other personal qualities) and learning outcomes of students. The characteristics of educational services are generalized, and also the types of educational services are specified. The definition of economic activity in the provision of educational services as an activity aimed at providing such services in formal or non-formal education has been improved to promote the statutory goal of education and meet the needs of students and subjects of educational services. The separation of the provision of educational services in the online mode into a separate type of activity is substantiated, which is conditioned by the current level of development of the society, meets its needs and global challenges facing the society. The types of subjects of providing educational services are specified: 1) educational institutions for which the provision of educational services is the main type of economic activity, including educational institutions of foreign countries; 2) other legal entities – enterprises, institutions, organizations, natural persons-entrepreneurs who do not have the status of an educational institution; 3) separate subdivisions of educational institutions, including educational institutions of foreign states.
