Purchased further development of research, analysis and opening of essence and features of concepts "publicly-administrative activity", "procedure", "administrative procedure", "custom procedure" and their correlation. The detailed analysis of all component concepts related to the concept "custom procedure of transit" is conducted.It offers determination of concepts "custom procedure" and "administrative procedure". Corresponding determinations were formed, taking into account essence and legal bond of concepts with a term "custom procedure of transit". Administrative procedure it offers to consider the standard of organization of publicly-administrative activity, that is conditioned by certain circumstances and facts of realization of process of realization of rights and implementation subjects by them duties for the achievement of certain aim.
