Essay

In the dissertation, an analysis is made of the legal nature of recording for objects and substances that adversely affect the state of the environment, the concept and signs of the latter are studied, and the place and role in the system of environmental law is determined. The dissertation discloses the features of the formation of legal regulation of recording for objects and substances that adversely affect the state of the environment at the international, foreign, European and domestic levels. The features of legal relations in this area are highlighted and characterized. The types, legal forms and methods of recording for objects and substances that adversely affect the state of the environment are investigated. The features of the legal regulation of recording for substances, as well as recording for objects that adversely affect the state of the environment, are disclosed. In the framework of recording for objects that adversely affect the state of the environment, registration bases are kept such as the State Register of Potentially Hazardous Objects, the State Register of High-Risk Objects, and the State Register of Business Entities that carry out receiving and/or dismantle vehicles that are disposed, the State Cadasters of Radioactive Waste Storage Facilities, the Register of Waste Creation, Processing and Disposal Facilities and the Register of Waste Disposal Places. In case of emergencies at such facilities, the State Emergency Situations Service of Ukraine also keeps records of such emergencies. It is proposed to introduce unified recording systems for substances and objects that adversely affect the environment in the state, to define special timelines for conducting an inventory of pollutant emissions into the air, and to develop and approve regulatory legal acts on the recording procedure for business entities implementing pollutant emissions and discharges and inventory of pollutant discharges.
