Horkava V. The judicial examination of administrative offences cases in the field of road traffic

The judicial examination of administrative offences cases in the field of road traffic is in a complex investigated in the work. The development of responsibility for administrative offenses in the field of road traffic is investigated, which passed several stages: stage 1 - pre-Soviet; stage 2 - Soviet; Stage 3 - independence. At the first stage, during the existence of the Russian Empire, which included a significant part of the territory of modern Ukraine, the legislation regarding the establishment of responsibility for offences in the field of road traffic is characterized by the lack of systematization of it. Thus, the legislation did not distinguish between traffic offences and road safety offences. There was no distribution between administrative and criminal responsibility for these violations. In general, throughout the country, the mass appearance on the roads of automobile transport for traffic offences was intended mainly a fine, in some cases - penalties related to restriction or imprisonment.
