The dissertation work is devoted to research the features of preventive activity of police departments of mass and security actions.
Based on the theoretical analysis of literature sources and legal regulation of police activities during mass and security actions, it is proposed to make changes in the Order of the Ministry of Internal Affairs of Ukraine "Regulations on the Department of Preventive Activities of the National Police of Ukraine" from November 27, 2015 №123 and to add paragraph 2 in the section I "… Definition of the main terms of the order…". This will contribute to the systematization of existing knowledge of the police of the National Police of Ukraine, as well as the specification of areas of preventive activity.
It is emphasized that the subjects of preventive activities during mass and security activities are police departments of mass and security actions and departments of preventive communication of the Department of Preventive Activities of the Main Directorate of the National Police of Ukraine in the regions. Objects of preventive activity of police departments of mass and security measures of the Department of preventive activity of the Main Directorate of the National Police of Ukraine in the regions are: a) human rights and freedoms, the interests of society and the state; b) public order; c) traffic safety at the places of stay and on the routes of movement of officials in respect of whom state protection is provided; d) determinants and conditions that contribute to mass unrest during mass and security actions; e) organizers and participants of mass events; g) the person of the offender or a person who is preparing for the offense during mass and security events; g) criminal intent of a particular person at the stages of its detection or preparation for mass riots. The objects of preventive activity of police departments of preventive communication of the Department of Preventive Activity of the Main Directorate of the National Police of Ukraine in the regions are the organizers and participants of mass events.
It is noted that the purpose of preventive activities of police departments of mass and security measures and departments of preventive communication of the Department of Preventive Activities of the Main Directorate of the National Police of Ukraine in the regions is to ensure public safety and order during mass and security events.
It is stated that the police in its activity is guided by the following principles: rule of law, respect for human rights and freedoms, legality, openness and transparency, political neutrality, interaction with the population on a partnership basis; constancy. It is proposed to expand, specify and supplement the principles of preventive activities of police departments of mass and security measures (humanity, ethics, democracy, objectivity, reality, individuality, differentiation, selectivity, system, planning, consistency, integration, complexity, specificity, science, mobility, continuity, timeliness, dynamism) and police departments of preventive communication (in addition to the above, add such as: objectivity, accessibility, specificity, consistency, determinism, systematic, comprehensive).
On the basis of normative-legal acts that regulate preventive activity of policemen of the National Police of Ukraine in general and preventive activity of policemen during mass security measures, it is pointed out the general functional-activity components of preventive activity of policemen of the National Police of Ukraine (individual-preventive, precautionary, victimological preventive, protective, communicative, resocialization, caring, control, fixation, analytical, organizational, educational) and personalized functional and activity components of preventive activities of police divisions of mass and security measures (communicative, preventive, precautionary, fixation, information-analytical, organizational, control, organizational) and of police departments of preventive communication of the Department of preventive activities of the Main Department of the National Police of Ukraine in the regions (communicative, preventive, precautionary, organizational).
In accordance with our selected functional- active components of preventive activities of policemen during mass and security activities there are pointed out the functions of preventive activities (preventive, precautionary, warning, cessation of offenses, prevention of offenses and security, provision) and functions for police divisions of mass and security activities (epistemological, methodological, organizational, communicative, prognostic, researching, creative, perceptual, synthesizing, interpretive, explanatory, ascertaining, critical), as well as police departments of preventive communication (communicative, epistemological, informational, explanatory, interpretational, ascertaining, perceptual, prognostic, organizational, regulatory, coordination, controlling, distracting).
