Shulha M. Administrative and Legal Status of Cadets and Students of Higher Education Establishments with Specific Training Conditions that train Police Officers

According to the purpose and objectives the cadets and students of higher education institutions have been specified as subjects of legislative and administrative relations. Having analyzed the theoretical and methodological researches and the current legislation framework the author highlights the legal facts confirming the emergence of administrative and legal relations, the subjects of which are this category of persons. The cadets and students of higher education establishments have been determined as the subjects of legislative and administrative relations who are endowed with a special legal personality, enshrined in the Administrative law, due to satisfaction of their private educational interests and the peculiarities of the police career. The characteristics of the elements of administrative and legal status of cadets and students of higher education institutions with specific training conditions, which provide training for police officers: subjective rights and responsibilities of cadets and students of higher education institutions, guarantees of their activities and legal liability have been given.
