In the dissertation the complex research of legal and psychological bullying and its prevention is carried out, by means of general scientific methods of cognition the analysis and studying of history of formation of the specified phenomenon, both in the national, and in the legislation of foreign states is carried out. The essence of the concept of "bullying" as one of the types of aggressive behavior, its features, stages of development and the role of bullying in the educational environment are revealed. The social structure of bullying is revealed and the characteristics of its participants are given. The problem of the need to develop skills in working with bullying in employees of educational institutions and the importance of the role of the teaching staff in the process of prevention of bullying and overcoming this negative phenomenon. Bullying involves psychological and physical abuse, violence, beatings, property damage, and psychological pressure applied by one person or a group to the victim. Systematic abuse, malice and unequal distribution of power between the victim and the aggressor are the main criteria for harassment. The victims of bullying are usually children who are unable to stand up for themselves. Bullying, as a negative phenomenon in an educational institution, leads to the fact that the victim loses self-confidence. Harassment can also lead to varying degrees of mental disorders as well as psychosomatic illnesses and can lead to suicide.
