Essay

The dissertation for the first time on the basis of theoretical substantiation of the research problem defines the concept of inclusive tourism as an innovative comprehensive social service for people with disabilities, aimed at helping to restore optimal physical, intellectual and social standard of living, compensation for impaired or lost body functions, or minimization of difficult life circumstances for people with disabilities, in order to promote their integration into society, social adaptation, providing all necessary means of rehabilitation on the basis of medical, psychological, pedagogical, physical, professional, labor, physical culture and social activities adapted to inclusive tourism for people with disabilities. The main normative and legal documents regulating the process of providing social services to people with disabilities through inclusive tourism in four areas are analyzed: social protection (Convention on the Rights of Persons with Disabilities, National Strategy for Barrier-Free Space in Ukraine until 2030, Law Of Ukraine «On Fundamentals of Social Protection of Persons with Disabilities in Ukraine»), social services (Law of Ukraine «On Social Services», Law of Ukraine «On State Social Assistance to Persons with Childhood Disabilities and Children with Disabilities»), rehabilitation (Law of Ukraine «On rehabilitation of persons with disabilities in Ukraine», the Concept of early social rehabilitation of children with disabilities), tourism (Law of Ukraine «On Tourism «, Law of Ukraine «On Resorts»); according to the Classifier of Social Services, the possibility of adapting to the introduction of inclusive tourism 16 social services was studied: information, counseling, mediation, asylum, social prevention, care and upbringing of children in close to family conditions, social support for families / people in difficult life circumstances, social adaptation, social integration and reintegration, day care for children with disabilities, personal assistant, social rehabilitation of persons with intellectual and mental disabilities, socio-psychological rehabilitation, temporary leave for parents or substitutes caring for children with disability, physical support of persons with disabilities who have musculoskeletal disorders and move on wheelchairs, with intellectual, sensory, physical, motor, mental and behavioral disorders, sign language translation, transportation services, etc.
