Essay

The dissertation provides a theoretical analysis of the problem and proposes a new solution to the scientific problem, which is to systematize and generalize issues of building a system of state control in the management of preschool education institutions (PEI) in Ukraine in the second half of the 20th – early 21st century for the application of pedagogically valuable information in today’s conditions and experimental verification of the system of forming the ability of the future PEI director to perform internal monitoring at the present stage of higher education development. The first section focuses on historical and theoretical analysis of the problem of state control in the management of preschool education in Ukraine, the analysis of the basic research concepts, the author’s definition of the term “state control in the field of preschool education”, the characteristics of the research methodology, trends in the genesis of the problem of state control in the management of preschool education (second half of the 20th century), stages of state control in the management of preschool education in the second half of the 20th century. In the second section, the current situation of state control in the management of preschool education institutions of Ukraine is outlined, and international experience of state and public management of preschool education development is characterized. It was found that the modern system of preschool education management was formed in the context of its development. The third section focuses on the study of curricula, which allow to characterize the main components that contribute to the ability formation of the future PEI director to perform internal monitoring in the system of pedagogical education; the author’s definition of the term combination “ability of the future PEI director to perform internal monitoring” is offered; the purpose, tasks, methods and results of pedagogical experiment are characterized. Promising vectors of ability formation to perform internal monitoring of the future PEI directors in the conditions of modern system of higher education of Ukraine are determined. These vectors are represented in a two-level holistic structure: intra university (at the level of departments, institutes/faculties, university) and regional (regional administration, education department, stakeholder/employer association, private and state preschools). The promising vectors of forming the ability to perform internal monitoring of future PEI directors are generalized. They are: mastering the disciplines of management direction; enriching the content modules on the topics of historiography of state control and general professional skills of PEI directors; introducing the modern definitions of management in the relevant content modules; developing a dictionary of management terms and concepts; diversifying the types of practices at Master of Education Degree Programmes; organizing regional departmental conferences with the involvement of leading PEI directors, creating departmental blogs (Instagram, Facebook, Telegram, etc.), Internet platforms; involving applicants in independent study of remote special courses, watching educational webinars; introducing optional disciplines and special seminars to Education Degree Programme; organizing extracurricular educational activities with applicants (clubs, excursions), etc.; providing scientific and methodological support for the preparation of students-future PEI directors to perform internal monitoring of preschool education quality; organizing educational process together with experienced managers in the field of preschool education; introducing advanced pedagogical experience and intensifying its implementation forms; preparing All-Ukrainian symposiums, conferences, hackathons; initiating master classes of management direction for applicants for higher education; conducting monitoring studies that affect the formation of the ability of higher education students to perform internal monitoring of preschool education quality.
