Essay

The thesis is devoted to the complex and thorough analysis of the constitutional and legal foundations of rulemaking by central executive bodies. On the basis of the conducted research, the proposals on improvement of the current legislation in this sphere are formulated. It is proposed to understand rulemaking as the activity of public authorities endowed by the state with appropriate powers, carried out in the prescribed procedural form and within the scope of their jurisdiction, directed at creating a comprehensive system of legal provisions governing various types of public relations.
