Essay

With approval of the Government of Ukraine on April 1, 2014, the Concept of Local Governance Reform and Territorial Organisation of Power in Ukraine in our Ukrainian state began a large-scale administrative-territorial transformation, which naturally affects the change of local government, recognizing its subjects as key figures in insuring development and prosperity of relevant inhabited localities. Local communities are no exception, which at the constitutional level are determined as the primary holders of the right to local self-government and for this purpose are provided with a unique opportunity to independently exercise public power within the administrativeterritorial units of their permanent residence. Local communities occupy a special place in the legal system of Ukraine, and as subjects of administrative law are endowed with administrative and legal status, which determines their legal position in administrative relations with subjects of public administration.
