Essay

The problem study of bicameralism in the conditions of constitutional democracy formation is carried out in the dissertation. It is determined that the main competence components that characterise the parliament’s nature and essence are a number of inherent features, such as the adoption of laws and other regulations that have the supreme legal force throughout the state, control in the financial sphere, on budgetary policy, socio-economic, cultural, political development, establishing the basic principles of development and activities in the field of statehood, foreign and domestic policy, control over the executive and local governments activities, overcoming disasters, removing restrictions on the sco]pe of functions, competencies and the authority of the state’s highest representative body by other branches of government;
