Essay

The dissertation substantiated theoretical and methodological approaches and developed scientific and practical recommendations for ensuring the competitiveness of transport infrastructure in the context of European integration (using the example of maritime transport infrastructure). In the 1st section “Theoretical principles of providing the competitiveness of transport infrastructure” scientific approaches to the definition of the concept of “transport infrastructure” are generalized, which made it possible to identify it as a set of all types of transport and transport structures, the functioning of which is aimed at creating favorable economic conditions and the formation of an organizational and economic mechanism to provide the movement of people and cargo, this allows you to form your own view on the essence of transport infrastructure as an object of ensuring its competitiveness. In the 2nd section “Diagnostics of providing the competitiveness of the Ukrainian maritime transport infrastructure in the conditions of European integration” improved the aggregation of the institutional foundations for managing the competitiveness of the Ukrainian maritime transport infrastructure by management levels: mega level – international organizations and integration associations (implementing international conventions); macro level – the Government of Ukraine and the Ministry of Infrastructure of Ukraine (implement laws, regulations, orders, orders in the field of transport infrastructure, as well as form and implement development strategies); meso level – SE “Ukrainian Sea Ports Authority” (applies codes, laws, regulations, orders in the field of maritime transport infrastructure, as well as the maritime doctrine and strategy for the development of Ukrainian seaports); micro level – the Administration of a separate seaport (develops and uses the regulatory documentation of the port – charter, internal regulations, orders and regulations, anti-corruption programs of the port, port development strategies, etc.), the need is substantiated: harmonization of national legislation with European requirements; bringing administrative and legal norms to EU standards; final ratification by Ukraine of the EU regulatory legal acts on the the order of maritime transportation, which will provede an increase in the competitiveness of the Ukrainian maritime transport infrastructure. In the 3rd section “Increasing the competitiveness of the maritime transport infrastructure in the conditions of European integration” contains a configuration of strategic directions for increasing the competitiveness of the maritime transport infrastructure has been formed, provides for the allocation of four strategic vectors: improving the institutional and legal support for the functioning of the maritime transport infrastructure; optimization of the development of the Ukrainian maritime transport infrastructure; improving information logistics and increasing the general level of informatization of port activities; providing environmental safety in the field of maritime transport infrastructure. The prerequisites for the formation were determined, the characteristics were assessed and the regression analysis of the centers for the development of Ukrainian maritime transport infrastructure (Odeskys, Mykolayivskyі, Azovskyi, Dunaiskyi) was carried out, which made it possible to formulate the directions of increasing the competitiveness of each individual center for the development of the Ukrainian maritime transport infrastructure. The author has been improved the mechanism for the implementation of strategic directions for increasing the competitiveness of the maritime transport infrastructure, consisting of key blocks: methodological plane (principles, functions, methods); organizational and resource plane (institutional, organizational, financial, technological, informational, socio-economic support); operational plane, includes development and adoption of programs for the development of Ukraine’s MTI and measures for the implementation of the developed programs at all levels of management (mega, macro, meso, micro); assessment of the implementation of the strategy for increasing the competitiveness of the Ukrainian maritime transport infrastructure.
