Dronik D. Administrative and Legal Fundamentals of Patrol Police Activity in Ukraine

The dissertation is one of the first complex studies of the administrative and legal fundamentals of the patrol police activity in Ukraine in the domestic science of administrative law. As a result of the conducted research, a number of new scientific principles and conclusions have been formulated, proposed personally by the author, as well as amendments and additions to the current regulatory and legal acts of Ukraine and the adoption of new documents have been substantiated. A critical analysis of scientific literature on the issues of patrol police research in administrative and legal science has been carried out. The categorical apparatus has been deepened and specified, in particular, the author's definition of the concept of "administrative and legal principles of the patrol police activity" has been provided, the following definitions of "administrative and legal status of patrol police", "purpose of patrol police activity", "principles of patrol police activity", "functions, directions, powers of patrol police activity", "tools of patrol police activity", "methods of patrol police activity", "personnel support for the activities of the patrol police" have been clarified according to the results of the conducted research. A number of author's proposals for amendments and additions to the legislative acts of Ukraine has been formulated, in particular to the Law of Ukraine "On the National Police", the Code of Ukraine on Administrative Offenses, the Law of Ukraine "On Road Traffic", the Law of Ukraine "On mandatory civil liability insurance of owners of land vehicles" and a number of secondary legal acts. In addition, the expediency of adopting the Instructions on the organization of patrol police activities, the Instructions on the organization of rule-making activities in the bodies of the National Police of Ukraine, the Procedure for carrying out inspections of the technical condition of vehicles subject to mandatory technical control by authorized divisions of the National Police of Ukraine has been proven.
