Essay

The proposed dissertation study presents the author's vision for solving the current scientific and applied task of modernizing approaches to the development of territorial communities in Ukraine within the framework of the concept of spatial planning of these communities with a focus on socio-ecological and economic components. The fundamental research issue is related to the definition and scientific substantiation of parameters for achieving high efficiency and ecological safety in land use within the territories of territorial communities as a basis for their development. From this point of view, territorial and spatial planning of community development acquires special importance as the basis of systemic development of the community to achieve the envisaged strategic goals. Research presents the author's interpretation of theoretical and methodological approaches to managing the spatial development of territorial communities by comparing the experience of foreign countries with the domestic experience. Research focuses on the institutional approach to land use management of the territories of territorial communities primarily to create a single institutional environment as the basic value of community preservation and its systemic development. An organizational and institutional model for ensuring territorial and spatial planning of land use in the context of ecological security within the territory of a territorial community is proposed. It has been proven that the rational use of the community's resources and their protection is not spontaneous, but an organized phenomenon based on the conscious consideration of the currently active laws of the economy and nature, which determines the future of the community in the long term. It is proposed to introduce land management regulations as mandatory requirements established by land management ocumentation within the relevant zone of functional purpose of the territory, categories of land and determine the permitted types of use, limit sizes, as well as restrictions on the use of land (land plots) and measures for their protection. The dissertation study is also aimed at solving the problems of legislative, economic and political direction related to the use of self-seeding forests on privately owned agricultural lands. The issue brought up for consideration is primarily related to the preservation of these plantations, which will affect the increase in the share of forest land, the growth of the forest cover level, and is also related to the increase in the area of technogenically polluted agricultural land due to the conduct of hostilities on the territory of our state, which in the near future will not be eligible for agricultural use. Research determines the normative value of the forest cover parameter, according to which self-afforestation of agricultural lands should be avoided. Research proves that afforestation of the community territory, in addition to the ecological effect, also entails economic losses, even if it occurs naturally.
