The Thesis for obtaining a scientific degree of Doctor of Philosophy in specialty 081 Law. - National Academy of Internal Affairs, Kyiv, 2022. The thesis provides a theoretical summarisation and a new solution to the scientific problem of determining the essence and particularities of the administrative and legal status of the Pension Fund of Ukraine, enabling to form the relevant scientific concept, as well as to prove a number of new provisions and recommendations on further directions and prospects for the functioning and development of this activity. The conclusions of the thesis provide a theoretical summarisation and a new solution to the scientific task of a theoretical and legal characterisation of the administrative and legal status of the Pension Fund of Ukraine under current conditions, and identifying gaps and conflicts in Ukrainian legislation in force. As a result of the study, the author formulates scientific propositions, provisions and recommendations in the field under study. The newest historical and legal prerequisites for the administrative and legal status of the Pension Fund of Ukraine are the ratification of the UN Charter, the centralised union, independent, sovereign or successor status of the funds, and interaction with trade unions, as well as crisis phenomena, while the development of the status is characterised by particularities of regulatory mechanism, the boundaries thereof enable to assert the republican Soviet period and the period of independent Ukraine. The historiography of research on the administrative and legal status of the Pension Fund of Ukraine reveals and identifies the following trends: recognition of the problems of pension provision and the need for their comprehensive study; moving away from imitation of the Soviet legal institutions of republican state administration, transition to public administration and provision of public services; emergence of ideas such as the development of a specialised fund as a central executive body, automation of management processes and digitalisation of public administration; formulation of proposals and recommendations for the regulatory mechanism, as well as focusing scientific thought on crisis management, and continuing the scientific search for an optimal model of the Pension Fund of Ukraine. The term of "administrative regulatory mechanism of the Pension Fund of Ukraine" is proposed to be understood as general and special acts of administrative and legal nature regulating the status of the Pension Fund of Ukraine as a public administrator.
