Bentsa K. Prevention of Administrative Offences in the Field of Traffic Safety: World Experience and Prospects for its Use in Ukraine

A generalization of the world experience in the prevention of administrative offenses in the field of road traffic safety is carried out as well as the prospects of its use in Ukraine are determined in the thesis based on the international documents, legal acts of the European Union, and Ukrainian legislation analysis. The description of the state of knowledge of the world experience in the prevention of administrative offenses in the field of road traffic safety is provided and it is noted that the relevant topic has not been studied in Ukraine at the thesis level. According to the results of the analysis, especially, of a range of international legal acts, materials on anti-alcohol awareness campaigns in the USA, and other documents, several modern global trends in the organization of the prevention of administrative offenses in the field of road traffic safety have been identified: 1) the development of general international standards for the prevention of offenses of any kind; 2) the recognition at the international level of the specific importance of a culture of legality formation in the fulfillment of the crime prevention state policy; 3) widespread use of preventive information tools in the legal regime of public-private partnership; 4) a positive and established practice of motivating the population to show civic responsibility; 5) the rapid development of information technologies led to an augmentation in the role of social media. The main factor in the effectiveness of mass media campaigns on the prevention of driving vehicles under the influence of alcohol (Drunk Driving Prevention Campaign), which were implemented in the USA from the beginning of the 1980s to the end of the 2010s, is determined by their legal format of a public-private partnership.
