Essay

The dissertation is dedicated to the study of spatial planning of land use of territorial communities, ecological and economic assessment of the effectiveness of land use, modelling of the process of spatial development of territorial communities in the long term. The dissertation examines the interpretation of the concepts of "space" and "territory", as well as their relationship in the context of spatial planning in European countries. An analysis of the experience of foreign countries was carried out, which defines spatial planning as an important component of their regional policy. The research identified spatial planning as a mechanism to facilitate adaptation to global climate change. The main set of indicators of sustainable development, proposed by the UN Commission on Sustainable Development, as well as the system of indicators proposed by the Organization for Economic Community and Development were studied. It has been proven that the use of one or another system of indicators to assess sustainable development requires scientifically based flexibility and consideration of the conditions, activities and development priorities of a specific country. The logical-semantic model of the land resource management system, which defines spatial planning as a function of the state in making decisions about spatial development, has been improved. As a result of the analysis of national indicators of sustainable development, adopted by the international scientific community, based on the principles of objectivity, transparency, accessibility and optimality, a set of economic and ecological indicators of sustainable development is proposed. The work examines and studies methods for assessing the stability of regions developed by domestic scientists based on production and economic indicators, investment, foreign economic indicators, as well as scientific and innovative indicators of development. The metric for measuring sustainability processes developed by scientists of the Institute of Applied System Analysis of the National Academy of Sciences of Ukraine was analysed. The principles of selecting the main indicators of sustainable development have been improved. А set of sustainability indicators of the ecological and economic dimension of sustainable development at the regional level is proposed. It is substantiated that the optimal method of normalizing the values of the specified indicators is the method of variation. Within the framework of the specified methodology, methods for calculating ecological and economic indicators of sustainable development of the territory of the territorial community are proposed. The value of the indicators within the economic and ecological component was calculated. Proposals for strategic zoning of the community were formed on the basis of an expert method. The ecological and economic efficiency of spatial planning, namely land management measures within the framework of achieving sustainable development, has been determined.
