Essay

The thesis provides a theoretical generalization and solves the scientific task of developing the professional competence of border guard officers at the operational level of military education. The first chapter «Theoretical foundations of the development of professional competence of officers of the State Border Guard Service of Ukraine»analyzes the theory and practice of professional competence development, reveals the peculiarities of the content and structure of professional competence of border guard officers at the operational level of military education. The second chapter «Scientific and methodological bases for the development of professional competence of border guard officers»characterizes the criteria for the development of professional competence, presents the results of diagnosing its state and substantiates the pedagogical conditions for the development of this competence to border guard officers at the operational level of military education. The third chapter «Methodology and results of the experimental study» characterizes the content and methodology of implementing pedagogical conditions for the development of professional competence of border guard officers at the operational level of military education; presents the peculiarities of the formative stage of the pedagogical experiment and its results, as well as formulates methodological recommendations for scientific and pedagogical workers of a higher military educational institution regarding the development of professional competence of border guard officers at the operational level of military education. The scientific novelty of the results is that: for the first time: there have been substantiated the pedagogical conditions for the development of professional competence of border guard officers at the operational level of military education (considering the requirements of the competence approach and the peculiarities of the service activities of border guard officers in professional training at the operational level of military education; the use of modelling methods in the educational process to develop the military leadership of border guard officers in their professional activities; systematic implementation of modern pedagogical technologies at the operational level of military education for the development of skills and abilities in operational and combat activities; preparation of research and teaching staff of higher military educational institutions to train officers to perform the functions of their future professional activities in accordance with NATO standards); there have been improved the diagnostic apparatus for determining the state of development of professional competence of border guard officers of the operational level of military education by using the following criteria (motivational, cognitive-informational, and operational), their corresponding indicators, and the characteristics of the levels (low, medium, and high) of development of the characteristic; there has been specified the essence of the concept of «professional competence of a border guard officer with an operational level of military education» (integrative professional and personal formation that combines the ability of an officer to effectively perform professional functions and duties, the ability to use military-border professional knowledge, skills, abilities and experience, as well as important professional qualities that have a decisive impact on the results of operational and service and combat activities); there have further been developed scientific ideas about the content and structure of professional competence of border guard officers at the operational level of military education as a unity of personal-motivational, content and practical components; the process of developing the professional competence of border guard officers of the operational level of military education through the developed model of this process. The practical significance of the obtained results lies in the fact that situational tasks of a problematic nature have been introduced into the content of the programs of academic disciplines «Management of operational and service activities of the state border protection bodies», «Scientific basis of management» and «Public administration» which provide for in-depth mastery of skills and abilities of managerial activity professionally-oriented tasks have been developed on the managerial aspects of decision-making in the organization of daily activities at a section of the border of the state border guard agency.
