Essay

The dissertation is devoted to the study of the theoretical and practical principles of improving the economic mechanism of development of the general secondary education system in Ukraine. Education is one of the most important factors that forms the human capital and human potential, which in turn is the driver of the development of both world and national economies. General secondary education is the most valuable achievement of a modern democratic society. According to the Constitution of Ukraine, every child has the right to free quality general secondary education. During the years of Ukraine's independence, significant qualitative changes took place in the general secondary education system. The issue of financing general secondary education institutions has always been in the center of attention of both state and local authorities and society as a whole. In Ukraine, most general secondary education institutions are communally owned, so they are financed from the local budget. In recent years, there has been an increase in the number of private institutions of general secondary education, which are financed from the funds of individuals, but have the right to receive educational subsidies from the local budget. Changes in external and internal factors that affect the activities of general secondary education institutions also affect the amount of funding. The substantiation of the optimal amount of funding for each institution of general secondary education at the expense of the local budget will contribute to both the creation of proper conditions for obtaining quality education by those seeking education and the optimization of local budget expenditures under the "Education" article.
