The thesis attempts to provide insights into theoretical, methodological and applied premises of ensuring infrastructure support for innovation and investment processes to enhancerural development.
The need for the development of new approaches and their justification for the formation of infrastructural support for innovation and investment processes of the development of rural areas is due to the following circumstances: firstly, these are the new realities of full-scale Russian military aggression, and secondly, the challenges of the pandemic period of 2020-2021. Thirdly, the environment of new realities and the growth of risks become integral features of ensuring innovation and investment activities in the development of rural areas.
The theoretical and methodological foundations of the study of infrastructural support of innovation and investment processes of the development of rural areas are formed in the work, which are based on key theoretical concepts of spatial development and involve the use of systemic and interdisciplinary approaches to the study of the object of scientific knowledge.
The conceptual and categorical apparatus has been expanded, within which the concept of infrastructural support of the innovation-investment process of the development of rural areas is proposed to be interpreted as a system of specialized state and non-state investment institutes of primary and secondary purpose, aimed at creating conditions for capital and intellectual investments in objects of entrepreneurial activity for stimulation of innovative changes in economic practice and social activity capable of contributing to the further intensive socio-economic development of rural areas.
Based on the analysis of existing approaches and on the basis of own observations, the key factors of the impact of infrastructural support of innovation-investment processes on the development processes of rural areas in Ukraine were determined, among which the following were highlighted, in particular: legal, financial-investment, organizational-management, psychological-motivational, economic-consulting, informational, personnel, industrial-technological, marketing and socio-economic.
The role of infrastructural support of innovation-investment processes in the development of rural areas in the conditions of a competitive economy is substantiated, which consists in creating conditions for targeted financing of specific innovation-investment projects, which are carried out over a certain period of time and contribute to the modernization of leading sectors of the economy at the meso level and the intensification of production of sub- of economic entities at the micro level, activate extended reproduction and increase of revenues to local budgets, ensure increased competitiveness of the economy of rural areas.
Proposals regarding the expansion of institutional support for the transformation of rural areas in conditions of decentralization by stimulating the development of formal and informal institutions supporting the management, socio-economic, resource, production and innovation-investment potential of the development of rural areas have been formulated and argued.
The dynamics of infrastructural support of innovation and investment processes of the development of rural areas were studied, which made it possible to identify trends and key barriers to the implementation of scientific and innovative activities, as well as to outline the main problems of the formation of infrastructural support for innovation and investment projects within the boundaries of rural areas.
