With the intensification of external and internal challenges, the importance of social capital as a resource for activating the potential of socio-economic development of the tax service of Ukraine increases. An interdisciplinary and multi-vector methodological concept on development has the potential to be used in all spheres of life, develops a more productive and inclusive economy, because it works directly with people and for people. In the dissertation, the theoretical substantiation is carried out and the solution of the scientific problem is proposed, which consists in the development of conceptual, methodological and applied implementations of the new economic theory of social capital as a resource for the development of the tax service of Ukraine, and the periodization of studies of the theoretical and practical components, analysis of history and application of modern knowledge of the concept of "social capital" in the formation of a new direction of economic science is carried out. The object of the research is the social capital of the State Tax Service of Ukraine. The aim of the study is the theoretical substantiation and scientific and practical implementation of the development of conceptual, methodological and applied tools for strengthening social capital as a resource for the development of the State Tax Service of Ukraine. Description of research methodology/methods The methodological basis for cognition of the object of research is general and specialized research methods, concepts, approaches, methods: theories of human, social and cultural capital, economic theories, theories of gender leadership, theories of gender selection of leadership, theories of traits, theories of adaptation. The research was carried out in accordance with the general scientific principles of the system approach. To implement the tasks set in the study, the following methods were used: dialectical cognition of socio-economic processes; Generalization; approximation, factor analysis and extrapolation; Ranking; statistical analysis; historical and logistic analysis, methods of induction and deduction, abstraction of theoretical provisions. The dissertation uses comparative analysis to identify the impact of techno-innovative communication networks and the Internet on the dynamics of GDP, trends in the resource provision of socio-economic growth and its improvement on the basis of intergroup and interpersonal interactions and relationships at the micro level, the study of the foundation of trust, cooperation between people, the development of state, economic, and civic platforms. The information base of the study is the Constitution of Ukraine, the regulatory framework of the State Tax Service of Ukraine, statistical data of the State Budget of Ukraine (2020-2023), the State Statistics Service of Ukraine and Eurostat, regulatory and legislative acts of Ukraine and other countries, as well as scientific publications of domestic and foreign scientists, experts, practitioners and specialists in the socio-economic sphere.
