The dissertation constitutes an exhaustive examination of the administrative and legal mechanism underpinning the staffing operations of the High Anti-Corruption Court (HACC). The study emphasizes the generation of actionable recommendations aimed at enhancing the administrative and legal frameworks governing the court's staffing procedures. Importantly, these recommendations draw upon international best practices in the legal regulation of staffing for anti-corruption judicial bodies. It is posited that the staffing of the HACC constitutes a crucial facet of personnel policy within both the judicial and anti-corruption spheres, aligning with overarching state personnel strategies. The staffing procedures for the HACC are designed to be both comprehensive and strategic, executed by authorized agencies with the aim of sustaining the court's effective functioning through the recruitment and retention of qualified personnel. The intricacy of staffing the HACC arises from the complex administrative and legal mechanisms that govern these activities. These mechanisms serve as an integrated framework of legally-sanctioned methods, dictated by administrative legislation and utilized by the responsible governmental entities, to adequately fulfill the court's personnel requirements. The scholarly understanding of the multilayered regulatory framework governing the staffing activities of the HACC has been refined. This framework consists of four distinct levels: constitutional provisions in Ukraine, international legal obligations, national legislative acts, and subordinate legislation. The latter includes regulations enacted by both judicial and non-judicial rule-making bodies. A thorough analysis of this framework has revealed key issues with the legal regulation of HACC staffing. These include a lack of systematic coherence in the legislation concerning the judicial system and judges' status, insufficient legal clarity in specialized laws, and ambiguous regulations governing the entities responsible for HACC staffing and their procedures.
