Essay

The dissertation is devoted to scientific and methodical approaches for implementing hospital-based health technology assessment (HB-HTA) in the healthcare system. Currently, the healthcare system in Ukraine faces economic challenges. Limited healthcare budget and military aggression have heightened the importance of optimizing the use of the state budget to improving the efficiency of medical service within the healthcare system. In 2022 Law of Ukraine 2347-IX came into force and consolidate the network of healthcare facilities in each region into hospital districts, which are further divided into clusters. One of the objectives of the cluster approach is to provide hospitals with health technologies (HTs) that correspond to their service level. Health technology assessment (HTA) has globally served for over 40 years in providing evidence for informed decisions about new HTs implementations to hospitals. By implementing HB-HTA as a tool to optimize expenditures at the local level, it becomes possible to utilize effective, safe, and economically viable HTs. This facilitates citizens' access to efficient treatment and ensures the rational utilization of budgetary funds. The implementation of HB-HTA enhances the adoption of scientifically substantiated strategic decisions regarding the introduction of new HTs or identifying HTs for potential disinvestment from hospital practices.
