The dissertation is devoted to the solution of an important scientific task, which consists in summarizing the experience of attracting military contingents of NATO member countries to fight international terrorism. At the beginning of the XXI century. international terrorism became a phenomenon that actually threatened the existence of human civilization. Over the past twenty years, terrorism has turned into one of the global problems that required an adequate and timely response to its manifestations on the part of countries and international organizations. However, their activities until 2001 were not effective enough in the fight against this phenomenon. The level of the terrorist threat in the world remained at a high level. Countries where armed conflicts continued (primarily in the Middle East and Africa) suffered from international terrorism, as well as Western countries that until recently were considered quite safe due to the developed activities of law enforcement agencies and special services. Fighting this threat has become difficult, as terrorist groups have begun to control large areas of one or more countries, form quasi-states, establish control over state authorities, etc. Units armed with military equipment and small arms, created military organizational structures and management systems were subordinated to international terrorist organizations and illegal armed formations.
These factors posed a danger not only for individual countries, but also called into question the stability of the international legal order and the ability to withstand challenges from international terrorist organizations and quasi-states. The efforts of law enforcement agencies and special services were not enough to fight against numerous and well-equipped military terrorist organizations. In such conditions, there was a need to attract military contingents from the armed forces to fight against international terrorist organizations and illegal armed formations created by them. The international nature of the threat led to the fact that coalition groups of troops formed by international security organizations, one of which was NATO, began to be involved in the fight against it. In 2001, NATO, as a leading military-political organization, assumed responsibility and a leading role in the fight against international terrorism. Taking into account the foreign policy course of our state towards the Euro-Atlantic system of international security determined by the Constitution of Ukraine, the question arises of achieving interoperability of the Armed Forces of Ukraine with the armed forces of NATO member countries, in particular during the preparation and conduct of operations of a coalition group of troops (forces) against international terrorist organizations and illegal armed formations. At the same time, the analysis of the scientific literature devoted to this issue shows that the research topic has not received the necessary coverage in the works of both domestic and foreign specialists. Taking into account the achievements of Ukrainian and foreign historiography and the involvement of a wide and representative source base, the dissertation presents the results of a study of the involvement of military contingents of NATO member countries to fight international terrorism.
Having analyzed the domestic and foreign literature devoted to the fight against international terrorism based on the experience of NATO member countries, it was found that the issue of the involvement of the armed forces in anti-terrorist operations in Ukraine has been partially investigated. Despite the presence of a significant number of scientific works, this topic is covered fragmentarily, which makes it impossible to develop scientifically based recommendations regarding the selection of mechanisms for the involvement of the Armed Forces of Ukraine in anti-terrorist operations as part of NATO. The study of the involvement of military contingents of NATO member countries is important for Ukrainian military-historical science. Highlighting the role of Ukraine in this process will contribute to the expansion of the knowledge of military specialists and will make it possible to actively involve the Armed Forces of Ukraine in future anti-terrorist operations as part of NATO forces (forces).
