The motivation for making foreign policy decisions based on the domestic political agenda is an important aspect of modern interdisciplinary research. The development of the modern PRC is one of the most important elements of global political transformations. For modern Ukraine, the position of the People's Republic of China is essential in the context of resource provision for the continuation of Russian aggression. Accordingly, the foreign policy actions of the People's Republic of China require identification, establishment of causality and forecasting. Autocratic forms of political governance within the People's Republic of China arouse the interest of the scientific community primarily because of the closedness of the political system. Approaches that postulate principles of analogy with former socialist countries are losing their heuristic potential today, since China has already gone through a long path of original development after the collapse of the USSR and the socialist camp. For modern political sciences, it is necessary to reveal the institutional players and the semantic background of internal political interactions in connection with the determination of specific territorial directions of development of the modern PRC. Political alternatives, which are considered in the context of the development of modern China, should be useful for the formation of strategies for the protection of the world democratic community. It is also expedient to turn to technological mechanisms for transforming the demands of the socio-economic and political-ideological environment of the People's Republic of China into specific foreign policy actions. Ambitious public foreign policy goals of modern China, in particular claims to regional and world leadership, broadcasting of cultural patterns and features of political and social behavior, form the need for research into institutional means of decision-making, on the basis of which the development and analytical-expert evaluation of foreign policy prospects and results are carried out. It is appropriate to consider the issue and importance of party-state, economic and scientific institutions in the development of political decisions. It also requires clarifying the issue of group political activity and interaction within the People's Republic of China.
The methodological basis of the work is a combination of a systemic approach, a comparative research perspective and the principles of modern neo-institutionalism within the framework of a complex methodology. The specified collection of methods based on a combination of professional and general scientific research tools reveals institutional subsystems and political players involved in the development and implementation of foreign policy decisions of the People's Republic of China. Based on the analysis of foreign language sources and public documents of the functioning of the political and state system of China, the peculiarities of the translation of the provisions of the party-ideological system to the economic and social relations and traditions of modern China are clarified. A comparative analysis of the application of efforts and the direction of resources in specific regions of the world is carried out in order to defend national interests and implement the autocratic instructions of communist political leadership, as well as the Confucian model of bureaucratic governance.
