The dissertation is a comprehensive scientific study of the theoretical aspects and practical implementation of the formation of public authorities of cities in Ukraine and the EU countries, the disclosure of the specifics of its provision in law-making and law-enforcement activities, and the elaboration of conclusions, generalizations, proposals and recommendations on this basis in terms of prospects for the development of the formation of urban public authorities.
The European Union and the Council of Europe have started large-scale cooperation on the continent in the field of forming a European city standard since the 90s of the last century. This path was started with the adoption of the European Charter of Cities, and the principles of new urbanism were gradually formulated.
The European approach to the status of a city is that European cities belong to their citizens, that is, the residents of these cities - the community. Also its known that city is an economic, social and cultural good. Already after the signing of the Leipzig Charter of a Sustainable European City in 2007, the foundations of modern European urban policy were established. In particular, we are already talking about both urban planning and social, migration, demographic, economic, and labor policies for the cities of European counties.
Undoubtedly, at the current stage, the issue of forming a «smart» city, digitalization of city administration processes is actualized. Ukraine is undeniably not aloof from these processes, and in a certain way it is even a pioneer in electronic democracy.
This scientific work is devoted to the study of one of the fundamental aspects of the functioning of the city, namely, the order of formation of public authorities that exercises power in this city. Since it is the order of formation of the body that makes it possible to determine the level of democracy, in particular, the real influence of the community on the formation of the relevant body. As for Ukraine, first of all we are talking about the formation of representative and executive bodies of local self-government of cities, second, but not secondary, is the issue of formation of local state administrations that also exercise executive power in the capital of Ukraine and the city of Sevastopol.
Analyzing the constitutional and legal status of European cities, the peculiarities of the formation of public authorities of cities, it can be argued that Ukraine should seek the experience of EU countries.
