Dissertation for the degree of Doctor of Philosophy in the speciality 081 – Law. National Academy of Internal Affairs, Kyiv, 2024. The dissertation investigates at the monographic level the conceptual provisions of the forensic methodology for investigating criminal offences related to public healthcare financing in a pandemic, formulates theoretical provisions and provides practical recommendations. In the course of the study, the following tasks were accomplished: to analyse the current state and theoretical development of the problem of investigation of criminal offences related to public healthcare financing in a pandemic; to identify the specific features of the subject matter and the setting of these criminal offences; to characterise the personality of the offender; to update the typical methods of committing these criminal offences and the typical trace pattern as elements of forensic characteristics. The author clarifies the peculiarities of opening criminal proceedings and the circumstances to be established; outlines typical investigative situations and versions of identifying persons involved in a criminal offence; highlights the peculiarities of conducting a search, inspection, interrogation in this category of criminal proceedings; formulates proposals on the peculiarities of conducting covert investigative (search) actions to establish the circumstances of an offence; establishes the possibilities of using special knowledge in the course of criminal investigation. The state of scientific development of the issue of violations of healthcare legislation in a pandemic has been examined and it is noted that there are no monographic-level scientific works on this topic. At the same time, it is established that law enforcement officers need additional resources to combat violations of healthcare legislation in an emergency, which would meet the needs of forensic practice.
