Essay

The dissertation is a comprehensive study of the theoretical, methodological and practical aspects of ecological and economic mechanisms of rural management in the context of decentralization. The work considers and systematizes the approaches of scholars to the interpretation of the concept of "rural territory" and forms the essential and substantive basis of the concept of "rural territory" as a system that includes economic, environmental, and social blocks, the sustainability and development of which is ensured by the self-organization of rural communities (internal development factor), which is limited by economic preconditions, formal and informal rules of the game, and unforeseen circumstances (military conflicts, environmental and climate threats). The presence of interconnected elements, structure, functions, and the ability for self-development allows us to assert that a rural territories is a systemic entity. The approach to systematization of legislative instruments for regulating the activities of rural territorial communities has been improved, which is distinguished by taking into account the impact of force majeure circumstances, such as military conflicts, environmental threats and climate change. The novelty lies in the adaptation of the legislative framework to modern challenges to ensure the sustainability of rural territories. It is expected to increase the efficiency of legal regulation and governance, minimize risks and consequences of force majeure situations. The proposed approach is of great theoretical and practical importance for sustainable rural development. Through the analysis of the current legislation of Ukraine on rural development, several aspects have been identified that are not currently sufficiently regulated, but their implementation would be advisable. Currently, there is no specialized legislative act that would comprehensively regulate the issues of sustainable development of rural communities in the economic, social and environmental spheres. The current legislation is largely focused on supporting traditional agriculture. Mechanisms to stimulate the development of non-agricultural activities in rural territories (tourism, crafts, processing, etc.) should be envisaged. Despite the ratification of the Paris Climate Agreement, the legislation lacks specific requirements and tools for mitigating climate change and adapting rural communities. The issues of building and modernizing engineering, transport, and energy infrastructure in rural territories are not sufficiently regulated. The article proposes a system for assessing the state and development of rural territories and the mechanism of their management by introducing criteria for evaluating the effectiveness of local governments of rural amalgamated territorial communities. The approach is based on a comprehensive analysis of the quality of local authorities' work and making informed management decisions on its basis. It is expected to increase the efficiency of resource use, the quality of service delivery, transparency and accountability of local governments. The proposed changes will be of practical importance for the development of rural territories in the context of decentralization. A methodological approach to the analysis of negative environmental impacts in rural territories is proposed, which includes the determination of the environmental sustainability coefficient and the application of the resource decoupling factor method. An integrated approach to assessing the environmental status using modern tools is applied. This will provide objective data for developing measures to minimize negative impacts. It is expected to increase the effectiveness of environmental protection measures, preserve the ecosystem functions of landscapes, and improve the quality of the environment. The paper presents a new approach to the formation of an ecological and economic mechanism for managing rural territorial communities, which differs from the existing ones by systematizing the tools used in various foreign countries for the restoration and development of territories in the post-war period, grouping them into financial, regulatory, institutional and informational. Grouping instruments into categories (financial, regulatory, etc.) facilitates the analysis and selection of the most relevant ones in accordance with specific goals and available resources in Ukraine. The experience of rebuilding rural territories after military conflicts is analyzed. The proposed approach will allow taking into account the best international practices and adapting them to Ukrainian realities in order to accelerate the recovery of rural territories affected by the war. It is expected to increase the efficiency of the use of limited resources, attract additional funding, accelerate the reconstruction of infrastructure, and improve access to services for the rural population.
