Beneskul A. Ensuring criminological security and crime prevention in the field of digital technology use in Ukraine

The dissertation is devoted to a comprehensive study of criminological security in the field of digital technology use in Ukraine, as well as an analysis of crime prevention in the field of digital technology use and, based on this, the development of proposals for improving legislation in the researched field. With the advent of digital banking and digital technologies, new avenues for criminal and illegal activities have opened up, because digital technologies have introduced new types of illegal activities in this area; expanded the capabilities of criminals, giving them almost unlimited global access; obliged potential victims (citizens, companies, states, etc.) to seek and develop new ways of protection against illegal influence and even introduced new types of criminal offenses using digital technologies. The work established that the observance and provision of criminological security in the field of digital technologies is a significant priority in the system of state, economic, national security of Ukraine in general and cyber security in particular. In order to properly implement the specified priority, it is necessary, first of all, to strengthen the capabilities of the national cyber security system in order to counter cyber threats, cyber attacks and cyber fraud in the modern security environment. It is noted that it is necessary to develop an effective system for the effective prevention of offenses in the field of digital technologies based on clearly established legal requirements that should regulate this process. The author formulated proposals for the development and adoption at the legislative level of the Strategy for the prevention of crime using digital technologies. The proposed Strategy should contain specific directions and measures aimed at the use of digital technologies to prevent various types of crime at the general social, special criminological and individual levels. It should also be based on the studied and researched positive foreign experience regarding the use of digital technologies for the purpose of crime prevention, which can be implemented into national legislation and, based on this, directions for improving the activities of law enforcement agencies and training properly qualified specialists in accordance with the development of digitalization.
