The thesis provides a theoretical generalization and a new solution to the scientific task of defining the essence and revealing the peculiarities of administrative and legal provision of the professional training of employees of the National Police of Ukraine, and also develops recommendations and proposals aimed at improving administrative legislation in the relevant area.
Attention is focused on the fact that police service is a broad area of service and labor activity which is distinguished not only by the specifics of police functions performed by police officers, but also by the restrictions associated with their professional activities, as well as by the tasks they implement in the field of ensuring and protecting human and civil rights and freedoms on the territory of Ukraine, combating crime, and also detecting and stopping any other unlawful encroachments on public safety and order.
It is established that police training is a complex process which includes special (adapted to the future conditions of professional activity) measures, means and methods of training, education and development of police officers, which ensures that they acquire theoretical and practical, physical, mental and other knowledge, skills and abilities for the effective and lawful implementation of their official and labor functions stipulated by the legally defined tasks of the National Police of Ukraine.
It is emphasized that professional training ensures that each police officer is educated in the spirit of deep respect for a person, his or her personality, rights, freedoms and legitimate interests, as well as the impossibility of illegally violating or restricting persons in their legal capabilities. In addition, having an appropriate knowledge and skills base, police officers are able to fulfill the tasks of the National Police of Ukraine in the most comprehensive and complete manner, adjusting to situations arising in society in a variable manner, with a view to protecting, ensuring and restoring violated human rights.
It is found that the elements of professional training of employees of the National Police of Ukraine are a set of measures, means and methods of training, education and development of police officers, united by a common goal, principles, procedure and end result of implementation. In general, these elements are manifested in different ways at different stages of their career. Thus, some of them accompany the entire professional path of an employee of the bodies and units of the National Police of Ukraine, while others have additional significance and are realized under certain specific conditions.
It is argued that the key goal of police officers' professional training is to develop in a person personal (psychological, moral and physical) qualities, as well as legal awareness and professional knowledge, skills and abilities which, in their unity, allow him/her to perform their duties at a high level, efficiently and promptly in the course of implementation of the tasks and functions entrusted to the National Police of Ukraine as the key law enforcement agency of our State. In accordance with this goal, the tasks of professional training of employees of the National Police are formulated.
It is proved that the functions of professional training of employees of the National Police of Ukraine are a set of practical actions and directions for the implementation of professional training of the studied category of employees. The relevant functions include: the function of professional socialization; evolutionary function; scientific function; and organizational function.
It is stated that the key place in the system of legal regulation of professional training of employees of the National Police of Ukraine is given to the rules of the administrative branch of law, since it is with their help that: firstly, the legal status of the National Police, its tasks and functions are determined, which in turn determines the direction and specifics of police training; secondly, the legal framework for the functioning of entities authorized to provide training to the category of law enforcement officers under study is fixed; thirdly, the organizational principles of police training are disclosed; fourthly, key guarantees are established for persons undergoing training in higher education institutions with specific learning conditions.
It is emphasized that each stage of service by employees of the National Police of Ukraine affects the organization of training, upbringing and personality development of police officers, as well as determines the specifics of the procedure for acquiring and improving their skills and knowledge. Therefore, it is noted that the peculiarities of professional training are manifested already at the beginning of service, namely, at the time of employment in the bodies and units of the National Police of Ukraine.
