Pan J. Management of investment and innovation development of territories

The dissertation is devoted to the development of theoretical provisions, methodological approaches and practical recommendations for managing the investment and innovation development of territories in the aspect of deepening the inter-territorial partnership between Ukraine and China. The analysis of the current state and development trends of the territories of Ukraine and the main indicators of their socio-economic growth made it possible to establish the growing disproportionality of the rates of investment and innovation development of the regions. The reasons for the low level of investment and innovation growth of the territories have been identified and systematized. It is substantiated that inter-territorial partnership as a source of productivity, stability and security, innovative ideas and knowledge, investments, information and a tool for equalizing territorial imbalances and ensuring infrastructural development of the country's regions is an effective tool for leveling established contradictions and a basis for ensuring investment and innovative development of territories. This formed the basis of the approach to the management of investment and innovation development of territories, which is based on the priority and use of congruent properties of interterritorial cooperation and involves the identification of contradictions in the management system of investment and innovation growth of territories and the peculiarities of their manifestation. Based on the study of the practice of interterritorial cooperation during the implementation of initiatives for the investment and innovation development of territories, a systematization of the tools of interterritorial partnership of countries was carried out, which takes into account the advantages and opportunities of deepening international communications with leaders in the field of investment and innovation development of territories and provides for the division of tools into institutional, infrastructural, financial and investment and communication. The scale of the investment and innovation projects implemented by China in active cooperation with other countries made it possible to position it as a key partner in the direction of development and implementation of investment and innovation growth initiatives in the territories of Ukraine. Prospective and far-reaching directions of investment and innovation cooperation between Ukraine and China were revealed. Taking into account the evolution of the theory of development of territories and taking as a basis the existing scientific developments in the field of ensuring their innovative and investment growth, the author's vision of the concept of management of investment and innovative development of territories was formed. In order to accelerate investment and innovation changes at the territorial level, it is proposed to introduce a mechanism for managing the investment and innovation development of territories, which provides for the phased implementation of promising tools for expanding interterritorial cooperation of countries in the direction of implementing joint investment and innovation projects. In order to qualitatively implement digital changes at the level of the territory as a basis for ensuring its investment and innovation development in the conditions of digitalization, a model of competence formation in the field of management of investment and innovation growth of territories has been developed, in which the key stakeholders of the process of management of their investment and innovation growth are defined and the generation technologies are disclosed to interested parties individuals with digital competencies. An ecosystem has been developed for the management of projects of investment and innovative development of territories, which includes traditional and digital platforms for the development and implementation of projects of investment and innovative growth of territories and provides for the formation of a joint Ukrainian-Chinese eco-industrial park. In order to level the risks of data asymmetry and increase the validity of management decisions in the process of development and implementation of joint projects of the development of territories, the technology of project management of their investment and innovative growth has been developed, which is based on the features of the transformation of principles and approaches to project management in conditions of digitalization and reveals the stages, tools and advantages of implementing data-driven management of project initiatives in the field of investment and innovative growth of territories.
