In the dissertation, a scientific study of the content and components of the system of training highly qualified personnel for the agricultural sector of the economy was conducted, models were characterized, and factors of its modernization were identified in the conditions of modern transformations, methodological principles for evaluating its effectiveness were developed. The problems of providing the agricultural sector of the economy with highly qualified personnel were highlighted, the subject composition and development trends of the system of training of highly qualified personnel for the farming sector of the economy were analyzed, and the needs of stakeholders of the agricultural industry in highly qualified personnel were assessed. The areas of improvement of the personnel policy in the system of training of highly qualified personnel are determined, the justified expediency of the modernization of the forms and methods of training of highly qualified personnel based on digitalization is presented, the motivational principles of development and approval of the dual form of training of highly qualified personnel for the agricultural sector of the economy are explained. The first section of the dissertation is devoted to the theoretical and methodological basis of the modernization of the system of training highly qualified personnel for the agricultural sector of the economy. The second chapter of the dissertation highlights the current state and development trends of the system of training highly qualified personnel for the agrarian sector of the economy. It is analytically proven that the dependence of the quantitative and qualitative composition of highly qualified personnel of the agricultural sector of the economy on the aggregate influence on the market of educational services of the state agrarian policy, regional economic-social-natural features, the number and production parameters of agrarian economic entities and their program-target strategies, interests stakeholders, perception and rating of agricultural institutions of higher education. In the third chapter of the dissertation, the main directions of modernization of the system of training of highly qualified personnel for the agrarian sector of the economy are substantiated.
